Individual provinces/territories have the power to select from amongst the individuals interested in moving to Canada under Provincial Nominee Programs (PNPs).
Each province/territory in Canada has its own PNP, with the exception of Nunavut. Participating provinces and territories have entered into an agreement with Immigration, Refugees and Citizenship Canada (IRCC) to choose their own immigrants for labour or business development, ensuring the success of their establishment’s success.
The main reasons why people look into Provincial Nominee Programs to obtain Permanent Residence are as follows:
1.Applicants in the Express Entry pool without enough CRS points to obtain an invitation to apply (ITA) are not in the Express Entry pool. They will receive 600 bonus points if they are named by a province, which will automatically result in an ITA.
2.They received a job offer from an employer in the province, or
3.They are already living in a province and either completed their education or work temporarily, allowing them to participate in one of that province’s nomination streams.
There are currently nine Canadian provinces and two territories utilising an active Provincial Nominee Program (PNP) to provide simple and quick access to permanent residency for a variety of streams to different foreign nationals. * Nunavut is the newest territory, and it does not participate in the PNP. Quebec Immigration is excluded from the PNP.
To help provinces select eligible applicants from the Express Entry pool, each PNP has immigration streams that are linked to the federal Express Entry system.
Applicants for provincial nomination through the Express Entry aligned PNP streams must satisfy additional requirements regarding connection to the province and a valid job offer from a local employer.
They will be referred to a visa application centre, where they will submit supporting documents and pay fees. The applicant may also request an IRRC work permit from the federal government body Immigration, Refugees and Citizenship Canada (IRRC).
Will a province nominate me if I have been referred through the Express Entry system?
Yes. If you are among those who receive an invitation from IRRC, you may also receive points as part of the PNP. Like other applicants, these individuals must meet specific eligibility requirements to be nominated by a province or territory. They must also receive a job offer and be able to meet the PNP’s intent of regional or labour market needs.
The PNP of a given province or territory may have different programmes, with some offering pathways to permanent residency for international students and temporary foreign workers.
When an Express Entry applicant receives an invitation from IRCC, they can either decline the nomination or accept it and continue to the next steps towards Permanent Residency WITHOUT FILLING ANOTHER APPLICATION FORM.
The PNP stream in which the applicant was invited must be selected when they fill out their Express Entry profile. If an invitation from IRCC is received, it will automatically assign a PNP stream for the candidate.
They can tell if they have been invited to apply through Express Entry by looking at their “status” in the system. Candidates will see “Express Entry” written next to their profile after they have been invited.
The PNP process is not the only way for persons with an Express Entry profile to apply for Canada PR. However, it does provide a faster path to Permanent Residency than other ways. A skilled worker who receives an invitation from IRCC can accept a job offer from a local employer, or complete their studies and then apply for Permanent Residency.
Applicants invited through the Express Entry system may also receive 600 additional provincial nomination points if they are nominated by one of Canada’s PNPs. This is an advantage of choosing to be referred by IRCC over applying directly to the province.
